About Resident Registration and Copy of Certificate of Residence

Foreign nationals who have lived in Japan for more than three months (those with a Residence (Zairyu) Card) must register themselves as residents. They can also receive a copy of Certificate of Residence (Juminhyo), etc. by registering for them as residents.

1 What is resident registration and a Copy of Certificate of Residence?

Notify the municipal government that you live in Miyazaki City and register your information.

[Copy of Certificate of Residence]

This is a document that proves that you live in Miyazaki City with your family members that you have registered. The Copy of Certificate of Residence contains the name, address, date of birth, status of residence, etc. of you and your family members.

2 Foreign nationals who can register as residents (those eligible to receive a Copy of Certificate of Residence)

The following foreigners who have legally stayed and lived in Miyazaki City for more than three months, excluding short-term residents for sightseeing purposes.

(1) Medium to long-term residents (those eligible for a Residence Card)

Foreign nationals granted a status of residence, excluding those granted permission to stay for not more than three months or those granted a status of residence of Temporary Visitor, Diplomat, or Official.

(2) Special permanent residents

Persons recognized as Special Permanent Residents set forth in the Special Act on Immigration Control.

(3) Persons granted permission for temporary refuge or provisional stay

Foreign nationals aboard a vessel, etc. who may fall into the category of refugee as per the provisions of the Immigration Control and Refugee Recognition Act and are granted landing permission for temporary refuge (those granted permission for temporary refuge), or undocumented foreign residents who have applied for refugee status and are granted permission for provisional stay in Japan because certain requirements are met (those granted permission for provisional stay).

(4) Persons who continue to stay transitionally due to birth or loss of nationality

Foreign nationals who stay in Japan due to birth or loss of Japanese nationality. The Immigration Control and Refugee Recognition Act stipulates that such persons may continue to stay in Japan without a status of residence for a period not exceeding sixty days from the date of a relevant event.

* A Certificate of Residence is not issued even for those who have been registered as foreigners with the status of residence of Temporary Visitor or without a status of residence on and after July 9, 2012 on which a relevant revised law was enforced. We recommend that you complete the prescribed procedure as soon as possible if you need one.

3 How to register yourself as a resident

(1) Person that can be registered as a resident

  • Transferee
  • Those who live in the same household as the transferee (or the head of the household)
  • Proxy

* A power of attorney (POA) is required for a proxy.
* The POA is required even for relatives who have a different address.
* The POA is a document that is required together with Resident Transfer Notification when the transferee cannot come to the office due to unavoidable reasons and the proxy makes a resident registration at the counter.

* If you request to issue a Copy of Certificate of Residence, 300 yen is charged for each copy.

B. Residence Card (Passport if no Residence Card has been issued)

* Required only when a proxy makes a notification.

D. Document certifying the relationship with the head of household
* If a foreign resident is to live in the same household as the foreign head of household, a document certifying the relationship with the head of household is required.
(If the document is written in a foreign language, its translation, as well as the name of the translator, is also required. Example: Birth Certificate, Marriage Certificate, etc.)

[2] [Move-in Notification] If you move to Miyazaki City

Within 14 days of starting to live in Miyazaki City

A. Resident Transfer Notification
* Please download or receive it at the city hall.

B. Move-out Certificate
* You need to complete the move-out procedure at the municipality from which you moved out (where you lived before coming to Miyazaki City).
* If you have an Individual Number Card or Basic Resident Register Card, you will not need to attach a Move-out Certificate when you submit the Move-in Certificate at the move-in municipality by submitting the Move-out Notification using the Card.

C. Residence Card or Special Permanent Resident Certificate
